The Committee for International Cooperation in Education compiled its 2006 report, “Academic Knowledge-based ODA- Towards University Contributions on the International Level -.” This report recommends that Japan promote international assistance activities utilizing the "wisdom" of its universities and other institutions, so that it can fulfill its responsibilities in the international community and help solve various problems in developing nations more effectively.

Based on this recommendation, the Japanese Ministry of Education, Culture, Sports, Science and Technology (MEXT) has been implementing the International Cooperation Initiative Program since fiscal 2007. In this program, knowledge and experience that our country’s educators in universities, NGOs and other institutions have gained in the fields of education and research are organized, accumulated, systematized and verified in developing countries. Through these processes, the program creates educational cooperation models, teaching materials, curriculums, teaching methods, and other deliverables which will be helpful to those in Japan and abroad engaged in assistance activities in doing fieldwork for educational cooperation.

To help ensure smooth implementation of these International Cooperation Initiative activities, JISTEC has been commissioned by MEXT to provide several services under the Support and Coordination Project for University Cooperation in International Development.
