Downstream policy of science and technology is said to lag behind upstream policy which promotes basic research. Upstream policy will lead to R&D investment and will influence overall national policies. Downstream policy urges research results to be implemented into society to bring about socioeconomic achievements and fruition.
"Innovation” which appeared in the 3rd Basic Science and Technology Policy of 2006, and “Societal Implementation” which appeared in the 5th Basic Science and Technology Policy of 2016 are two vital concepts that lead current downstream policy. This research project shall look into how downstream policy is understood in the context of latest science and technology policy and how it will materialize.
