In order to promote intellectual exchange at an international level, Japan must strategically invite outstanding foreign researchers and ensure that they are able to carry out research activities effectively during their stay. To achieve this, the position of outstanding foreign researchers in the research being conducted in Japan needs to be more clearly defined.

By clarifying the position of outstanding foreign researchers, as well as Japanese researchers with experience abroad, policies regarding environmental considerations and the handling of individual circumstances can be strategically implemented to encourage researchers to come or return to Japan. In order to investigate these issues and deal with the inward looking tendency of younger Japanese researchers, experts carried out surveys and interviews with research institutes and researchers. The results of this investigation were then summarized into a proposal.
