- Development and Utilization of Doctoral Human Resources

- In Japan, the development of highly skilled human resources is primarily promoted through graduate education and industry–academia–government collaboration. However, compared to Western countries, the social and economic status of Ph.D. holders remains low, and their employment in private companies is still limited.
In contrast, in countries such as the United States and Germany, doctoral professionals play a central role in industrial R&D, while India has become the world’s third-largest producer of AI research papers (2019–2023), supported by its growing base of Ph.D. researchers. Moreover, other countries have implemented flexible career-path support systems and enhanced research funding, leading to higher mobility and stronger international competitiveness among researchers.
Given these circumstances, Japan urgently needs to improve working conditions and reform institutional systems. This panel discussion will explore effective approaches to the development and utilization of doctoral human resources in Japan.
